Dang it, your question is a slippery, twofold conundrum, containing a hypothetical question that must be answered before taking up the following unknowable one.

So, in reply, having put your reply in context, there is not, for me, any response to your post that would not entail an uncountable number of pages, words, suppositions, arguments, counter arguments, disagreements and basic free for all punch ups, which more or less sums up a great deal of human history, recent, not so recent, historical, ancient, pre-historical, archaelogical and hypothetically constructed on the part of so-called academics and experts who probably don't get outside all that much.

Is that clear? Simple, yes or no.

I just read that the CIA approved extended family benefits to those families of agents who were killed on the job. Now I fully understand the concept of a wife and children receiving benefits, but parents and siblings and others as designated? Oh, and by the way, they made it retroactive to 1983!!! Those extended families are going to get millions!! And we can't figure out how to get a livable minimum wage in place.
